It seems to have to do with people (RDA's) and monies allocated for the economic stabilization of areas. Although not specific to Matgate, it's an excellent read, and might give someone some insight on people to call or Ministries/ers to call. There's hundreds of millions of pounds allocated to help localities support themselves and their main sources of income, includiong tourism.
The money is there for the restoration of Dreamland. it's all a matter of going about getting it.
The solution will lie in Dreamland being leased long toem to a management company, to the city, or sold outright.
The city, mgt, or new owner could conceiveably be granted money to make improvements and operate, even at a marginal profit or slight subsidised loss, if it could be shown that the town in general would benefit.
Eventually, it would snowball into year after year of improvements in the park and increased income for Margate.
It's your government, so check into it and see how it can work for you.
