Big gap

Driving round the back of dreamland today - Eaton road through to Tivoli - went past the little garage and next door to it someone has made a big gap.....is it where the road suggested by TDC was going to be? Seems like things are happening, just didn't know it had been agreed. I remember at the meeting at Sarahs place this road was mentioned to allow through traffic.
