CPO (to be) Served on Dreamland's Owners

Postby porterm » 03 May 2011, 17:44

Hi all

Just heard on Meridian Tonight news that Thanet District Council has served a compulsory purchase order on Dreamland's current owners after not being successful in negotiating any alternative deal.

I've also just heard the BBC South East news story on this as well, also adding that Thanet District Council are determined to build a heritage amusement park.

Hopefully this will be a good deal for the park's future and expedite on site activities.

This is great news. Does this mean that all the land will be transferred, and that greedy sod Godden will no longer be involved in any way (or is that just wishful thinking).

Sorry to be really ignorant, but in financial terms, what does this mean towards the actual park itself? Under a compulsory purchase, is the land bought at market value or a value decided by other means etc? Whos purse does the funds come from?

Good. Get it all. Every square inch of it.
New apartments on the site will only end up dilapidated. Nobody will pay a premium to live next to an amusement park.

The value is independently assessed, taking into account liabilities on the site. The Council will be funding the acquisition.

There's also a little information available by looking at the meeting details of the 28th April TDC Cabinet meeting:

http://tdc-mg-dmz.thanet.gov.uk/ieListDocuments.aspx?CId=151&MId=2268

While some documents are restricted it does show that a site valuation was made in April 2011 and that the current cabinet view is that there is "continued unwillingness of the owners of the Dreamland site to transfer ownership"

Also the date the agreement to CPO comes into effect unless called in by the Secretary of State appears to be 11/05/2011, so currently it doesn't appear fully served.

If you also go back a bit to the 21st January meeting you can see TDC enlarged the area they consider relevant for the purposes of site acquisition by means of CPO:

http://tdc-mg-dmz.thanet.gov.uk/ieListDocuments.aspx?CId=151&MId=2154

Looks like they may follow it through this time!

Do we know how soon the land will be transferred to the Trust?

Looking at the link that Paul posted, I found this document... http://tdc-mg-dmz.thanet.gov.uk/Publish ... Public.pdf and the last page maps the whole complete site.

If that's the land that's being discussed, I think that's brilliant.

Vince,

I see nothing in the newer Cabinet meeting notes that causes me to think the council plan to CPO anything less than the expanded area shown in Annex 2 of the document you linked to.

Here's hoping.

While the entire site would of course be wonderful, this is yet another delay with no doubt opposition and legal wrangling ahead.

At least the council has gone through so many of the appropriate hoops and that is a help, and CPO policies are now different and this is a major regeneration plan with significant community benefits.

Keep the faith though!
