Doesn't look like it - when booking this morning, you had to choose a date, and the pop-up calendar allowed you to select from 19 June onwards.
This morning, the Dreamland company posted that resident admission would be at a special cheap rate all season - £14.95 or something.

Booking seems to give all day admission, 10 til 5 and 10 til 8 summer weekends, and after you have paid all rides are free. That's not just for opening day, and the info came from a query on the Facebook page.
As a non Margate resident I paid £14.95 for a day ticket, I thought I read that as a Margate resident there is a £4 discount? I could have the amount wrong though as I have read so much today!
