can the scenic railway be changed in to grade 1 listed ?

hi i think the scenic should be grade 1 listed instead of grade 2.im scared that jimmy godden might try to get the scenic de listed.if the scenic is grede 1 theres know way he can do anything to the scenic railway.nick if you know anything please tell me.thank you
