Did the council ever reclaim the restoration costs from mtcrc as they promised? any ideas how much they ended up paying from the site in the end?

Um, I don't think it's likely as cut and dried as all that. Multiple contractors, etc.
I think a final cost probably has yet to be determined. Some of this should be public record.
You should be able to do a little investigating and find out. All public expenditures should be reasonably easy to find. Contact or visit the council.

Again, the council is likely the best source for this information and would have to provide it if requested.
They're not likely to visit here and see your question.
Once upon a time they monitored what was going on here, but I'm sure those days are over.
