In somewhay your right the paint could just be pealing paint, but...
theres always a but.
Whilst I have done courses in corrosion control (mostly metal) where the paint has pealed off it means the structure itself is now under attack the rain and salt spray from the very very near by sea will get down behind the pealing paint and just sit there slowly eating in to the structure.
What needs to be done is somebody go over to the structure and clean off the paint that is shot and knock on the wood and listen to the sound of the knock if its a "hollow echoing" sound that rot has set in if ist a nice big hurt your hand soldin thud than its good (a very basic test!) now re-paint the bare wood, at least this method will give the structure some of of protection from the weather and salt laiden air.
