the dreamland cinema signs that tell you what attractions there are have been blown down by strong winds and for a long time now the dreamland sign above the entrance has been incomplete , somthing has to be done about it

I think that repairing the cinema frontage (and hopefully getting rid of some of the signs anyhow) is part of the work to be done if the grant applications are successful.
Any work apart from basic simple repair will need Listed Building Consent. Both Thanet and English Heritage will have to be involved as the building is listed at II*.
Why not give the council a ring if you think something is unsafe?
