I don't think you can view other peoples comments online.
I think they are publicly viewable in as much as you can wander in to the relevant office in Margate and ask to view them.

My letter states the last date to put comments in on the fence's retrospective planning application is 10/05/2006 - So I'd guess reasonably shortly after then.
I'm doing mine as a postal entry as I want to include a photo, but there's still time to do it via the website for those who haven't put objections in yet.
