It's done in a style that'll be familiar to anyone who has used any of the "Roller Coaster Tycoon" or similar games.
However they don't seem to be following their own "we're open to any ideas" policy very well at all - the only amusement park related items you have to choose from are the Scenic and a single Ferris Wheel, ruling out any possibility of anyone suggesting that they have an Amusement park on site.
There is quite a large supply of houses, hotels and apartments to choose from though!
It also allows you to place things in some of the Old Town and High Street, areas I don't believe they own/control.
Have a play and see what you think, but personally I can see this getting used by them as a "no one built an amusement park, so they don't want one" ploy.
